Bug or Defect Tracking System in Java

Hey Guys, I'm looking for that's similar to BugZilla except it's Java based. The reason I wanted in Java is because this application will be part of Single Sign On. Maybe there's a way to make BugZilla part of SSO but.. I'm not an expert in PHP. If it's in Java, then I can at least tweak the code to be part of SSO. You guys can advise "commercial" as well..though we're leaning to free solution.

Second most universal server scripting language

I am wondering if anyone can help me out with this. I am currently developing a web application that will require a component to be installed on the users server. The user installed compenent must have the capability to alter the HTML prior to being sent to the web browser (similar to php's output buffer) and be able to connect to a remote MYSQL server. I already have built a php version. But unfortutnatly I am very unfamiliar with any other languages besides php. I want this web application to be accessable to the greatest number of users possible. I am planning on writing another version (maybe two) in a diffrent languge to allow those who dont have php on their server to still be able to use the application.
